The original manufacturer is unknown, but these Empoli style stoppers look very similar to the work of "Diana", or Blenko. I am doubtful they were made by Blenko. More than one of these are available.
The Vintage Emerald Green hand-blown glass stopper, Diana/Genie style, would be a great fit in a retail store specializing in kitchen and dining room decor.
