A figurine from Royal Doulton entitled 'Top O' The Hill' featuring a young lady on a windy day. It was modelled by Leslie Harradine and it became one of the most popular and long lived of all the figurines. It was copyrighted in 1937 and continued in production until 2005 so it's impossible to know exactly when a particular item was manufactured. There are also numerous variations. What is factual is that it stands 7 inches tall (17.8cm) and the HN number is written under the glaze in green which would indicate an earlier version. It is all in good condition.
