This is a figurine by Edmé Samson who lived 1885-1920s in Paris. He is famous for creating excellent reproductions of 18th century works of art. He often copied works of Chelsea, Dresden and Paris. This piece has the gold anchor mark which is 'in the style' of Chelsea probably made in France and sold in Germany. The high quality figure is of a courting couple in highly decorated clothing standing by a side table. She is holding a single pink rose whilst he is leaning over with one knee perched on a stool. On a plinth with gold trim which is rubbed at the front from frequent handling.
